Abusive permissions to increase ranking.

Hi.
I am ranking 10 and to climb to 11, I am asked for 32 permits.
Where will I get the 7 permits I have left?

And when I go up to level 11, I'm going to ask for up to 40 permits.
I find this system very abusive.

There are not so many permissions to occupy everything.
You are forcing the players to go to other companies to get more permits and that is very ugly.

Indeed you do have a good point. Yes in our company that issue for now does not exists because we have tons of buses, but I imagine the limit will reach quite soon in smaller companies.

I agree that the permissions system should not be requirement for rank advancement.
