This seems like a common problem. Every time I enter BCS and drive my first tour on this map for the day, BCS updates the navigation for this map once. Clearly, there's nothing new in navigation but it always updates it.

The issue should now be resolved. The current version was "4" in the database, but "5" was stored in the downloaded rar file. In this case, the update of the version number in the database was probably simply forgotten.
