Add penalties for not respecting the redlight

Our software relies on receiving information from OMSI and processing it. For example, we know the speed and position of a vehicle and can therefore use speed cameras. However, OMSI does not tell us which traffic light shows a red light at what time. We like the idea and would have liked to use it, but unfortunately we can't for the reason mentioned above.
