Here my suggestion:
You should be able to pay-off existing permissions. Why: If you don't like a map, or bus for whatever reason, you simply buy it off.. I should not be cheap tho.
What are your opinions about it?
SUGGESTION: Remove permissions by paying

Well you need permissions to level up, so it's not the best idea to sell them.
