It looks like this error happens often when someone is paying lots of bills (usually company bills) in a short period of time. At some point when I click "pay", the bill doesn't go away, i can't exit the menu as well so I have to exit BCS completely. Then, when I try to log in, I get the famous "No database connection", for like 10 minutes, and it seems like this affects everyone in the company.
